Strucutre and Decision making

The main collective decision making body of the I.C.Her. is the Plenary. Plenaries constitute scheduled meetings, where all members of the I.C. are present, set by participants, according to the needs that emerge. Without setting the condition for quorum in the plenary, our main aim is that everyone participates in this process, as it defines and decides the overall planning and strategy of the I.C. At the same time, we propose that the working groups (as described below) make a preparation regarding the selected topics, so as to facilitate the Plenary discussion process and the negotiations related to our framework of action. 

Individual members of the I.C.Her., persons or groups, are organised in working groups (W.G.), according to their interestes and the general coordination of the cooperative. There are three types of W.G.:

  • Thematic Working Groups (T.W.G.) - based on the sector of activity they represent such as agricultural production, health, education, etc. 
  • Functional Working Groups (F.W.G.) - permanent working groups that penetrate the cooperative horizontally and are related to all its activities, for example accounting and communication.
  • Special Working Groups (S.W.G.) - temporary working groups, created for specific purpose, such as an event organisation. S.W.G.s will present their proposal in the Plenary session and upon approval, they will function similarly to the other working groups until the end of their activity.

Τhe initiation and termination of the above mentioned groups are decided during the plenary sessions of the I.C. 

The major goal of the W.G.s is to realise the priorities of the I.C. as well as process and expand its theoretical framework on specific thematic areas. Through group work procedures, the members of the I.C. come closer and take common action, both in theoretical and practical level; achieving primarily a change in their own attitudes, and at a later stage the dissemination of the cooperative's values to society.  

The W.G.s have autonomous action and choose the way they are organized, but always in a transparent way towards the other members of the OS, so that everyone can monitor their processes and share their information and decisions. Undoubtedly they ought to follow the general values of the project, to function on the basis of direct democratic principles, equality and everything else already agreed. The level of cooperation of every W.G. is defined by the group itself, however, if a member of the group considers that a topic should be presented at the cooperative, it is mandatory that the discussion should be brought at the Plenary. In addition, the W.G.s have the right to operate their own funds to cover the needs of the group; keeping a detailed register of transactions and having it accessible at any moment to all members of the I.C.

Last but not least, the W.G.s should present at the Plenary sessions an activity report as well as a plan of next actions. In case of an urgent need regarding a decision that the W.G.s consider to be a plenary issue, the groups may opt to make the decision on their own, always following the principle of consent/consensus; and after informing all members of the I.C. through online means and giving them the enough time to express their opinions. The decision taken will be reasoned and ratified during the next Plenary session, after being presented by the working group.
